This depicts “Madame Royale” Marie Thérèse Charlotte of France, the only surviving child of Marie-Antoinette and King Louis XVI.  I’m not sure what this exact event is supposed to be, but it has something to do with the One Hundred Days (during which Napoleon was defeated at Waterloo.)
